Should I leave my husband?

My husband and I have 2 kids together and we have been married for 2 1/2 years now. We can't seem to get along and we go through phases once or twice a week where we treat eachother awful. I'm hurt and tired and so is he. We have tried counseling but it didn't help. We have tried help from family and friends but still nothing. Our kids are affected because we fight and bicker in front of them. My 2 year old starts begging for attention and throwing fits when we fight. I offer to leave and split for a while but my husband says no and makes me feel bad. I don't know what else to do. Neither of us are changing or willing to try but my husband doens't agree to a break. Help!
