Violation of civil rights? kicked out of college?

my husband had medical immunity in college due to a back problem, recently he developed a knee problem and was given a note from his Doctor stating that he was NOT to return to cles because of his knees and it was a concrete floor which made the pain worse, he was taking welding... he got kicked out of school for lack of attendance, someone told him to contact a lawyer because that is a violation of civil rights... it is? and does he have a descent case? the school does have a copy of the note from the doctor.
